John X. Chen has over 14 years of experience in the Electric Utility Industry. His business experience includes electric rates, contracts, marketing, power engineering, telecommunications, finance, and economic development.

Mr. Chen is currently the Director of the Los Angeles Department of Water and Power Economic Development Group. He manages a $20 million budget that provides infrastructure loans, entrepreneurial training and outreach to small, mid-size and minority businesses, business expansion and retention assistance program, incentive for affordable housing development, and community and beautification programs to attract, retain and grow businesses as well as creating jobs for City of Los Angeles residents.

He also serves on the Los Angeles Economic Development Corporation Board and the Fashion Business Incorporated Board.
